Restore support for FLAC24 -> FLAC16 transcoding

I see this used to be possible, bu removed in 996c512. Could you re-enable it?

Instead of changing the sample rate to always 44.1kHz, perhaps make an educated guess between 44.1 and 48kHz. Converting from an integer multiple gives better results.
