`importSync` semantics

There's a function called importSync on a Compartment. I'm hoping to get some clarification around what it does and why it exists. I couldn't find any information on it in the repo.

I'm a bit skeptical of including importSync in the Container interface by default, as it wouldn't extend to environments which use a non-static module map. import() and module importing host hooks are part of the JavaScript standard, and it's hard for me to see how importSync() extends to them. Maybe importSync (and static module maps) could be part of a specific Container subclass which implements specific environments.
