feat: steer scouts based on execution time #31

Scouts can take a long time to execute. We should:

  • Have stronger prompts to emphasize speed
  • Inject prompts that - periodically - remind the scout how much time they have left, warnings which gradually get more pressuring / severe
  • Ability to configure these settings (global? per-project? per run?)
