Objective. Cut and publish Phosphor 0.6.0.

Checklist

• The morphology renderer (Morphology-driven VoxelFrame renderer + agency overlay #65) merged and green.
• Phosphor depends on published AMPERE 0.8.0 (not a local build). Phosphor declares no dependency on :sim-mujoco/mujoco-java, so any MuJoCo symbol would be a compile error (recon §8: no linter exists; this is module-graph/compile-time + review).
• Version bumped; changelog notes MorphologyVoxelRenderer + commanded/observed overlay; artifact published.

Validation

The sandbox harness resolves Phosphor 0.6.0 from the published artifact.
