Purpose

Start the BuildingOS branch of the China Interoperability Initiative (CII). BuildingOS must consume ClimateOS climate-driver evidence without pretending that a global climate signal directly determines a site or building outcome.

Work packages

CII-BUILD-01 — Climate Context Intake Contract

Define how BuildingOS receives:

  • climate driver state;
  • regional tendency;
  • local hazard candidate;
  • observed event evidence;
  • uncertainty and time window;
  • provider and model provenance.

CII-BUILD-02 — Contaminated Land to Redevelopment Workflow

Create the evidence chain:
historical land use → screening → investigation → risk assessment → remediation → validation → planning/building constraint → redevelopment

Include boundary versioning, qualified-provider evidence, authority status and permitted land use.

CII-BUILD-03 — Waste and Circular Material Passport

Extend material evidence across:
manufacture → construction → operation → demolition → transport → treatment → reuse/recycling → final disposal

Do not treat transport records as proof of recovery or lawful final disposal.

CII-BUILD-04 — Climate-Sensitive Building Risk Translation

Prepare controlled mappings for:

  • drought/soil movement;
  • extreme rainfall/flooding;
  • heat;
  • bushfire weather;
  • wind and tropical cyclone exposure;
  • water supply stress.

Each mapping must separate climate tendency from site hazard, building exposure, vulnerability and observed damage.

Guardrails

  • BuildingOS does not independently diagnose ENSO, IOD, SAM or tropical-cyclone tracks.
  • No global climate index directly triggers a compliance conclusion.
  • No contamination, waste or legal status is inferred solely from AI or remote sensing.
  • Australian and Chinese planning/building/legal rules remain jurisdiction-specific.

  5. Static examples for one Australian site and one China placeholder jurisdiction, with no fabricated compliance result.

Acceptance criteria

  • Climate driver, site hazard, building exposure, vulnerability and impact are separate objects.
  • Every translated risk carries provenance, uncertainty, spatial scale and validity period.
  • Workflows can accept future ClimateOS outputs without hard-coding MAZU or any single provider.
  • No live external integration, legal conclusion or real-project claim is introduced without Founder review.
