Breaks Windows 11 preview pane

Describe the bug
Scanned pdf files cannot be previewed. Apparently the app mangles the pdf security / password flags so that preview is not possible.

To Reproduce

"The file you are attempting to preview could harm your computer..."

5. Select another pdf file in the same folder that was not created using Scanner
6. Preview pane should work

Expected behavior
Preview of files scanned using the Scanner app should work in File Explorer on Windows 11

Thanks for reporting this, I can reproduce with v3 (the current Store version) but not with v4 dev builds, which use a different PDF pipeline. Issue is expected to be resolved once v4 launches.

This can now be tested in the v4 preview.

• Generated PDF files should now show their preview in File Explorer as expected
