    measurementUnitID: "http://vocab.nerc.ac.uk/collection/P06/current/XXXX"
    sourceKey: quality_flag

make possible to add data in extendedmeasurementorfact.txt column measurementTypeID, what to add: "http://vocab.nerc.ac.uk/collection/L27/current/SMHI_QC/",
but only if a condition is met.

Condition: if column measurementType == "Quality flag" and if measurementValue == one of following "E", "S", "<", ">", "R", "M" or "Z"
