Gloas VC Updates

Description

• All of the VC related changes needed to support self-building in gloas has been implemented in the following PR's.

Ported over to sigp/lighthouse:

• gloas block production
• Gloas vc ptc duty

Need to be ported over to sigp/lighthouse:

• add payload attestation service (blocked til Gloas vc ptc duty is merged)
• update attestation and sync committee voting and aggregation timing (blocked til dependencies mentioned in the PR comments are handled first)
