Clarify error message when accidentally publishing `.kpar` built for the old index version

If I build a .kpar with sysand before 0.1.0 and try to publish with sysand 0.1.0, I get the following error:

error: missing publisher in project info (required for publishing)

note: pass `-v`/`--verbose` to output additional logs

It would be nice to add a note that publisher is required since 0.1.0.

A related issue: sysand build by default does not update checksums. As a result, uploading to index fails with:

error: bad request: checksum['detect_criteria_list.sysml'].value must be a SHA256 hex digest in .meta.json

It would be good to recommend to the user to build with --update-meta to include checksums.

This particular case is tricky, since the error is coming from the server. We'll have to do the checks locally to provide good errors and not be tied to exact server error wording.
