Add ACSAC Artifacts Competition and Impact Award

Hi, would it be possible to add a link to ACSAC's Artifacts Competition and Impact Award?

For sure. @principis may have an opinion as well.

There are two ways to add the information:

1. Replicate like we do for the results
2. Have a simple link to the ACSAC website (like we do for the call for artifacts https://github.com/secartifacts/secartifacts.github.io/blob/main/_conferences/acsac2023/call.md)

Feel free to send a PR at any point.

I personally prefer option 1 as it would centralize all information, but it depends on how much effort you would like to put into it, so option 2 is fine too.

If you choose option 1, try to make it somewhat consistent with other conferences: e.g. https://github.com/secartifacts/secartifacts.github.io/blob/main/_conferences/usenixsec2024/awards.md
