In LPF, shouldn't there be a way to initialize the filtered state?

The configure() call does not have an argument for an initial state. You would have to use ROS parameters for doing so. I fear that it is not easy to wire this in the templated filter_traits class. But if you see a solution, open a PR.

Why can't configure take the initial value as an argument? Something like:
bool configure(const T& initial_value = T{});

Or a seperate method to initialize the filtered value:
void initialize(const T& initial_value);

are you talking about the implementation class, or the filters::FiltersBase? We can't change the latter, but the other could be changed.
