volume step not changing as expected

Describe your issue

setting volume step doesn't make any difference. I've set the volume step to 5% but it actually goes up and down by 4%. even if I change it to 1% it still goes up and down by 6%. there's no way to change it.

Steps to reproduce

1. open settings
2. change volume step to 5%
3. no change.

What was the expected result?

it should go up and down by 5%, the setting I chose.
