Convert inspector web app to a Progressive Web App for offline capability and home screen installation.

Requirements

• Service Worker for offline caching
• Web App Manifest for home screen install
• Offline checklist completion (sync when online)
• Offline photo queue (upload when online)
• Push notifications for schedule changes

Acceptance Criteria

• Installable on home screen (iOS + Android)
• Checklist works offline
• Photos queued offline and sync
• Push notifications work
