Description

Send SMS to owner immediately when an urgent finding is reported.

Requirements

• Twilio integration for SMS sending
• Triggered when inspection item has severity "urgent"
• SMS content: "BAKY: Dringender Fund in [Address]. [Brief description]. Details: [link]"
• Owner can opt in/out of SMS alerts in settings
• Rate limit: max 3 SMS per day per owner

Acceptance Criteria

• SMS sent within 2 minutes of urgent finding
• Opt-in/out works
• Rate limiting prevents spam
