Boolean switch: `false` status is the same as `disabled`

`false` / `off` looks like control is disabled. UI contrast is too high between `true`/`on` state. 

When we set a boolean swtich to `disabled` UI is exactly the same which is problematic.

This control UI should have 3 states: 

- on
- off
- disabled
