[Feature]: Scroll Wheel to Pan Image

What problem would this solve?

Panning the image without needing to "zoom out then zoom back in" or "holding left click then moving the mouse"

Proposed solution

Add "Pan up or down" and "Pan left or right" in the "Mouse Wheel" options

Add "Shift + Scroll wheel always pan left/right"
Add "Ctrl + Shift + Scroll wheel always pan up/down"
