(WIP) split out -doc subpackage

for packages which build sphinx doc's explicitly split out a -docs sub-package

python-novajoin is first example of needing this.

@yazug a list would be good or even better, a method of generating a list as I am still not familiar with all rdo tooling. For example, how to download all project distgits?

Need to update this with standard sections, walk through of what needs done, what to watch for, Example project with it done or conversion, as well as list of candidates to be tackled
