Add example model and tutorial for Dynamic Adaptive Policy Pathways

We currently lack a hands-on example and tutorial for dynamic adaptive policy pathways in the EMAworkbench. This addition is crucial for users to better understand and apply these methodologies in policy analysis and modeling.

Could consists of these components:

• Simplified model: Create a model that clearly demonstrates the implementation and adjustment of dynamic adaptive policies in response to changing scenarios.
• Tutorial: Provide a tutorial guiding users through this model. This should include:
  • Basics of dynamic adaptive policies.
  • Integration steps within EMAworkbench.
  • Techniques for analyzing policy effectiveness under various conditions.
  • Interpretation of analysis results for informed decision-making.

Supporting and integrating concepts like different types of actions, signposts and triggers (or showing in an example/tutorial how to do that) would also be really useful I think.

I think Adaptive Policymaking in itself might be an useful framework to support in the workbench, even without or separately from the Dynamic adaptive policy pathways. I can imagine a few scenarios where it would be a more elegant/simple approach than DAPP.
