Publish Privacy Policy and Terms of Service pages

PrivKey needs public Privacy Policy and Terms of Service documents on privkey.io.

Attorney-review drafts are committed in this repo:

• `legal/privacy-policy.md`
• `legal/terms-of-service.md`

Both are marked DRAFT FOR ATTORNEY REVIEW and contain bracketed placeholders (effective dates, entity details) that must be confirmed before publication.

Tasks

• Attorney review of both drafts; resolve all bracketed [items]
• Convert markdown to HTML pages matching site styling, served at /privacy/ and /terms/ (industry-standard clean URLs)
• Add Privacy Policy and Terms of Service links to the site footer (near the copyright line in index.html)
• Add both URLs to sitemap.xml
• Set effective / last-updated dates on publication

Acceptance

Both docs attorney-approved with no remaining brackets, live at /privacy/ and /terms/, linked in the footer, and present in sitemap.xml.
