Support [TypeConverterAttribute] on specific properties of container classes

The [TypeConverterAttribute] can be placed on properties of container classes. 
When converting a value for a property with the attribute, the TypeConverter 
should be used instead of trying to find one 

Also support a different IStringParser for different options/properties.
