Package egg as an msi installer for Windows

We can use inno setup, wix, nsis or others

We already have a working make release-cpp recipe that in windows compiles an exe, builds some base image segments and zips all into a single file. This recipe gets run each time we push a new tag. We just need to add an additional step to create an msi instead of the zip.
