Track the transfer of the canonical Cognitive Mesh platform from phoenixvc/cognitive-mesh to neuralliquid/cognitive-mesh, organisation-profile cleanup, cross-repository link and CI identity migration, archival of obsolete prototypes, and preparation of an AI-credit-ready portfolio.

• docs/plans/neuralliquid-cognitive-mesh-cleanup.md — now includes staged batches, mandatory migration manifest, pre-transfer snapshot, reference classification, stop conditions, rollback requirements, and verification gates.
• docs/plans/neuralliquid-cognitive-mesh-codex-prompt.md — ready-to-paste Codex prompt. It instructs Codex to execute Batch 1 only first and prohibits transfer or archival until discovery artifacts are complete.

Recommended next action: feed the Codex prompt as-is and require review of Batch 1 outputs before authorising Batch 2.

• Source baseline: phoenixvc/cognitive-mesh@e43403faea0429d153e3f8d21fc2f4e2638005a1 on dev.
• Open PRs: none found.
• Feature work: frozen for migration preparation.
• Build state: unverified, because the current environment could not resolve GitHub for a clean clone and the baseline commit has no recorded status checks. Batch 1 must perform or document the clean local build before transfer.

Important: the previously recorded Cognitive Mesh migration baseline SHA is stale because additional CI/documentation commits landed during this session. Before Codex Batch 1, resolve the current dev head and update the preflight baseline. Source build status remains unverified and must be established during Batch 1. House of Veritas PR #85 remains open and should be merged after checks pass.
