ModuleNotFoundError: No module named 'numpy.distutils' while trying to instal python tt module

Using Debian Linux. Python 3.13 .
The error appears both trying to use pure pip env or conda env.
Either installing from source with setup.py script or by pip - the same error appears.

Is there a stable workaround ?
