Remove E5 license from a user

Hi @merill , is there any reason why the E5 license must be removed using the method as above?

Sometimes you might have a need to move a user from E5 to E3 or vice versa. You would then need to first remove the license before adding. Or you could be moving from the old O365 E5 to the newer M365 E5.
