[Renovate Centralization] Phase 1: Select POC repos (1-2 FE + 1-2 BE)

Context

Part of the Phase 1 discovery for epic #541 — Centralize Renovate config for openedx repos.

Task

Pick 1–2 frontend repos and 1–2 backend repos to use as the first migration targets (proof of concept), after the shared preset is created in Phase 2.

Criteria for POC selection

• Active repos — gets regular Renovate PRs so we can observe at least one full cycle
• Simple existing config — easier to migrate and validate the preset covers everything
• Low blast radius — not a critical shared lib (e.g. avoid frontend-platform or edx-platform as first targets)
• Willing maintainer — team that can give quick feedback on any regressions

Suggested candidates

• Frontend: frontend-app-profile, frontend-app-ora (simple configs, active, lower traffic)
• Backend: xblocks-core, codejail-service (minimal existing configs, active)

Output

A documented list of POC repos with rationale, signed off by repo maintainers.
