OS Viewer: IRIs shown in filters list

I can't recall if this was discussed earlier so forgive me in advance.
It seems that at least for the Budget phase filter, both IRI and label is shown on the OS Viewer.

I believe that IRIs could be only used if a label at any language could not be found.

Maybe it is key-label, and as long as no key (notation) is available for budget phase, the URI is used. I preferred the URI instead of repeating the labels to avoid the case where two different terms would have the same label, while being descendants of different parents.
