Create a new GitHub repository under openETCS
Name should be concise, small letters, no spaces
Set whether the repository is private or public
Select to initialize the repository with a README file
Enter a short description in the README file
Clone the project's wiki
Clone the wiki of the template project
Copy all wiki content from the template wiki into the new project
Push the changes to the new project's wiki
Create two teams, one for read access, one for committers of the new project
Add all initial committers
Create a mailing list with the name of the project
Add all initial committers to the mailing list
Send welcome message to the mailing list
Update the project list on the website, see here
