Add VerticalPodAutoscaler (VPA) Support

Description
Add optional VerticalPodAutoscaler (VPA) resources to the ocm-controller Helm chart to enable automatic resource optimization for production deployments. This helps optimize resource allocation and reduces manual tuning overhead.

we are currently in the midst of moving to a completely new ocm and controller release in https://github.com/open-component-model/open-component-model

Therefore we are not planning to invest more into new feature development in https://github.com/open-component-model/ocm-controller

We are happy to accept contributions from your side though.
