Background

A reusable repository-level, AI-native development process layer for Codex, Claude Code, and other agent loops.

RFC scope

• Fixed workflow paths and node contracts.
• Replaceable node actions, with optional action providers such as Spec Kit, Superpowers, and team skills.
• Task graph and status recording.
• Complexity re-evaluation and workflow switching.
• Three perspectives: Weave core, team standard builders, and developers.

Non-goals

• Building a traditional condition/loop/shell workflow engine.
• Binding to a single coding agent.
• Implementing runtime/UI in this RFC-only change.
• Finalizing every schema before review.

Expected deliverable

A draft RFC under .oo/rfcs, linked from rfc.md, reviewed through a Draft PR.
