Implement Skeleton for OpenID Connect Identity Broker

Need to implement an OpenID connect interface allowing users to login via OpenID connect with Google, Github etc.
This requires multiple iterations and functionalities:

1. Config support
2. Server support - token exchange and re-sign so we provide our own JWT tokens
