feat: synthetic data generator for testing

DEVELOPER.md Section 3.2: a synthetic data generator should produce realistic but non-sensitive test content, allowing developers to exercise the full pipeline without access to production data.

• Define supported synthetic data types (names, addresses, SSNs, etc.)
• Implement generator
• Add sample documents using generated data
