Backend endpoint for recommending movies

We need an endpoint, exposed in the backend Flask app, that takes in either a list of movie ids or a list of movie titles, and returns a list of movie ids or titles.

Based on how the current frontend development is going, titles seem to be better? @JamesKohlsRepo ?

Titles would work, but I think movie IDs would be preferred as they are all unique, I haven't seen it yet but I'm sure we will have many duplicate titles in our database. If we also return IDs, we could have a helper function that returns a title when given an ID number
