[Feature] Make AF Project Provider options appear for interfaces without an actor being in the project

Summary / Description

Currently an actor needs to be in a project before AF Project Provider menus for creating interfaces and message are available to the developer.

Motivation / Use Case

Developers should be able to create interfaces for Actors (and their messages) without an actor being the project. This is especially useful in cases where someone might want to create a PPL out of the interface before using it in other areas.

Proposed Solution / Feature Details

Modify the appropriate Project Provider menu VIs to exclude checks for an actor presence in the project.
