External Attendees are not notified (no email with .ics attachment) when a proposal is finalized by the Organizer

Steps to reproduce

1. Create a proposal for a person (email addresses) who are is NOT a part your NC instance
2. Once they choose a date, finalize the the proposal
3. The the external user who voted does NOT receive any emails and does not know what happened with his vote or the upcoming meeting

Expected behavior

An email with the date/time, etc... and an .ics should be sent to the attendee(s) so they can plan for the finalized meeting time

I have repro of the issue reported above, plus noticed another related issue. I created a calendar proposal with an external person, and was not notified when they responded. It was only when I checked the proposal that I noticed that they responded. When I then finalized the event, they were not informed.

I checked my mailcow rspamd log and can confirm they were only sent the initial invitation to the event and were not informed when it was confirmed.

These two issues make this feature unusable for me. It's otherwise very promising!

There is a subtle difference. If I remember correctly, internal attendees (account on the same NC instance) at least have an event created in their calendar when a proposal is finalized, while external attendees get nothing at all.

Yes but no email sent even if they have an account. So people did miss sometimes the meeting because they are partially using Nextcloud...

Would like to see functionality to allow the organizer to subscribe to be notified when invitees respond.

mm, i tried it on 6.5.1 and i did not see any email sent on my inbox all participants are nextcloud users. Should they receive the notification ?
