[Bug] hide global permissions from show advance setting's table

Current Behavior

Refer NVSHAS-4504
In add/edit user popup dialog, when user select ciop as global role, the advanced setting is shown. But it is not necessary to show it, as this role is only for plugin scan.

Expected Behavior

Don't show advanced setting when the user selects ciop as global role

Steps To Reproduce

1. Go to Settings > Users&Roles page, on the Users tab, click add user button
2. Select ciop in the global role dropdown
3. Observe the content under the selection section, the advanced setting section is shown.

Reset this status into Implement as we missed the requirement update in the comment of the JIR case.
We need to prevent to show the advanced setting button if the user selects the role which only have ci_scan or/and admctrl permissions. Because in these 2 permission there is not concept of namespace.

@rushk014 Please work with @williamlin-suse on this case. We need backend provide the not_for_domain_roles field from GET(/v1/user)
