Support webhooks

Add a webhook system so drivers can respond to webhook events properly

• Automatic webhook setup (i.e click a button to configure webhooks via the API)
• Manual webhook setup (if automatic isn't possible)
• Webhook endpoint to receive requests
  • detect duplicate requests and reject them
  • delegate to the driver to process
