Let a toggle to allow black midi quota on the room

Let room owner toggle black midi quota allowance so BLACK MIDI rank users can't spam out.

(it may be toggled on by default, its a optional feature for room owners)

i suggest having a quota number input instead, this can be useful for piano rooms to limit the quota enough so people spamming black midi annoyingly get quota'd faster
of course, limit the quota to black midi if the user has it (12000)
