Automatically run the triage agent on incoming bugs

We can start with defect bugs for selected components, then expand later.

We could send an email with the full list of potential actions, but only apply the actions that are high confidence.

What Dianna has been using in her local skill:
• Incoming user queue: community-filed bugs created in the last 24h, across the Release Management product set, from non-automation, non-privileged reporters (i.e. excluding anyone in editbugs/mozilla-corporation, and the intermittent-bug-filer).
• regressionwindow-wanted: bugs that got the keyword in the last few days
