Make settings screen more in line with other WinUI 3 apps

BP was recently updated to use WinUI 3, but the overall settings dialog layout remained the same. Then more features were added, and it looks really cramped and harder to navigate. I think adjusting the layout to match popular WinUI 3 apps (Windows settings, Powertoys) would improve UX.
