Doesnt seem to generate a config for me?

Cant generate a config, was able to for my old modpack on the same version, so I copy and pasted that config and disabled sticks and pebbles, for them to just keep spawning in the new modpack?

I need to cutback on the sticks, and so forth, as it contributes to worldgen too much
