Build fails for StandardBytecodeGenerator because of `libssl1.0-dev` deprecation in Ubuntu 19

Currently, when trying to build from the Dockerfile as-is, I receive this error message:

E: Package 'libssl1.0-dev' has no installation candidate

libssl1.0-dev was apparently deprecated beginning from Ubuntu 19.
