Cannot enable logging system without HBase #2

When HistoryGluon is built without hbase, the logging system isn't enabled:
log4j:WARN No appenders could be found for logger (com.miraclelinux.historygluon.HistoryGluon).
log4j:WARN Please initialize the log4j system properly.
