Add playwright tests before deployment

• create playwright tests to ensure homepage is loading and that you can browse workshop lists
• create a separate test to test workshop rendering and navigation
• update GitHub action to run these tests on a local instance and block PR if there is a failure, while updating the PR with playwright logs and screenshot
