Detecting rule not working for...

I'm not sure why but this seems to be missing a rule that we added. when clicking only show changes it hides this change.. We use extentionattribute10 to not sync some users, but for some reason when I click only show changes it doesn't show that rule. Am I missing something?

aarnold-sd68 did you run a compare between an export before you added the rule and after?
