Goal

G1.5 — Peak unified-memory usage under 20 GB on the 24 GB machine for every task.

Context

Hardware reality (rule 4): dev machine is 8 GB (T4 tier) — G1.5 measured there as the floor (ceiling 6.5 GB); the 24 GB T0 measurement is pending hardware.

Acceptance criteria

• Peak RSS per phase recorded (swap_runner instrumentation) on the eval machine
• T4-tier ceiling respected (< 6.5 GB); T0 re-measurement tracked

Blocked on hardware: needs the 24GB Air measurement (Qwen3.8-27B Q3/Q4 resident). Config validated on L4 (22.5GB, 27B Q4 + 8B Q4 fits); the on-device T0 ceiling (<20GB peak) is the next measurement once the Air demo runs.
