Dependency gate

This is the terminal gate for the OSS Base milestone. Keep only top-level prerequisites here; implementation/architecture prerequisites remain transitive through their owning feature/work-order tracker.

However, #571 remains a release gate because its canonical Kiro state is not yet closed out: Task 8.4 remains unchecked, spec.json still reports completed: false, and the spec remains in the active spec tree rather than archived. #571 should close only after those required final closeout artifacts truthfully reflect the already-green merged-main evidence.

• task: Implement Kiro spec pre-oss-core-slimming #571 remains the top-level direct feat(split): OSS / Enterprise split [ENDS OSS Base Milestone] ============================================ #398 prerequisite.

• Merged spec: define full core feature ownership closure #559 / post-split task: Implement Kiro spec core-feature-ownership-full-closure #572 remains outside this milestone. Preserve its predecessor ordering through milestone sequencing, not a cross-milestone dependency.

#545 is likewise a direct terminal prerequisite because #534 introduced the bulk-provider SDD without a separate feature-level parent tracker and explicitly places broad provider expansion before the Open Core release. Do not duplicate individual provider tickets covered by #534 as #398 blockers.

• feat(cli): Add thin client CLI for proxy control/admin APIs #348 and feat(interactive-commands): Add support for in-session interactive commands #389 remain independent from large-payload/core-slimming work.
