What to build

Turn every newly observed or materially changed in-scope asset, virtual host, path, endpoint, schema, bundle, parameter, protocol, technology, version, role, or trust relationship into idempotent recursive recon work regardless of which agent discovered it.

Acceptance criteria

• Recon, hunter, bypass, exploit, and explorer observations use the same surface-delta ingestion behavior.
• A novel in-scope surface delta creates the required coverage and discovery work exactly once.
• A duplicate normalized observation does not create duplicate work or count as progress.
• A materially changed prerequisite reopens only the applicable coverage.
• Out-of-scope or ambiguous discoveries do not create target-touching work and preserve the existing operator gate.
• Black-box tests cover host, endpoint, schema, parameter, and role examples.
