What to build

Seed required recon coverage for every declared in-scope asset and synthesize missing discovery work so the campaign cannot finish merely because the lead queue is empty.

Acceptance criteria

• Every declared in-scope asset receives pending coverage for every applicable authorized baseline discovery method and role.
• A pending coverage cell without queued work causes the coordinator to synthesize one discovery assignment.
• Incomplete coverage blocks completion even when no lead is queued or leased.
• Converged, budget-exhausted, operator-blocked, and incomplete are distinct observable outcomes.
• Budget exhaustion returns the remaining coverage frontier and never reports convergence.
• The completion hook blocks a well-formed campaign with incomplete coverage and no actionable lead.
