Just throwing this out for discussion:
I think it might be an interesting gameplay element if the upgrade level of certain space centre facilities would make a difference.
For example, certain facilities at the space centre would need to have a minimum upgrade level, representing advances in computing technology.
I'd imagine the simulation supercomputers are part of the Administration building (mostly because it's arguably the most underutilized facility other than the flag pole :) ), and only after the first upgrade would simulations become available at all, with more upgrades allowing longer runs, as an analogue to storage/processing improvements.
The Research facility could factor in as well, maybe by reducing the setup/running costs?
Mission Control and/or the Tracking Station could influence which planets are available.
Another idea would be to simulate better (or even worse, it's a sim after all) runways/launch pads/assembly buildings, for a cost.
