`.pc` file doesn't work on mingw

The Cflags of this package include a -I/mingw64/include which is not translated by pkgconf to a Windows path leading to further errors later on (in this case in ghc-pkg).

I'm hoping to get a look at this (and a couple of other outstanding issues) later this week. I've retired (and don't have to deal with windows any more) but still have a working mingw64 setup I should be able to use to reproduce it. I'll update the status once I reproduce the problem.
